Netherlands Apologizes to 20,000 Youth in Secure Care

The Dutch government formally apologized to over 20,000 young people who suffered in locked youth care facilities, admitting the institutions caused psychological harm.

By 2030, these centers will be replaced with smaller, safer living groups.
