Provisional data from the CDC suggests the positive trend continued into 2025 with another double-digit percentage drop. Researchers discovered that the Chinese government began shutting down companies supplying Mexican criminal groups with the chemicals needed to manufacture fentanyl starting in 2023. This diplomatic pressure created a major supply chain disruption that translated directly into saved lives on both sides of the border, affecting the United States and Canada.

"That is heartening because street-level enforcement can result in large and racially disproportionate increases in incarceration while at the same time there is little evidence that tougher domestic enforcement can make drugs more expensive or make them harder to acquire," the researchers wrote. In other words, this approach worked better while also being more just and equitable.

Keith Humphreys, a coauthor of the study and former White House drug policy adviser, emphasized the power of international cooperation. "This demonstrates how influential China can be and how much they can help us," he told the Washington Post. The US Drug Enforcement Administration also noted that Chinese chemical suppliers became "wary of supplying controlled precursors," showing that government oversight was making a real difference.

The Bright Side

Beyond the diplomatic breakthrough, there may be another positive factor at play. University of North Carolina epidemiologist Nabarun Dasgupta suggests that drug users themselves may be making safer choices, adopting protective behaviors and deciding to cut back. "It's not a straight line between drug supply and overdose deaths because of protective behaviors that have been adopted in between," he explained.
