Through the state's forward-thinking "regulatory sandbox" framework, which encourages businesses to test innovative solutions that could benefit consumers, the Utah Department of Commerce has partnered with Doctronic, a telehealth startup, to explore new ways of streamlining routine healthcare services.

The program addresses a common frustration many patients face: the time and expense involved in getting routine prescription refills for chronic conditions they've been managing for years. For just $4, Utah residents can now use Doctronic's AI chatbot to renew prescriptions for 190 common medications used to treat ongoing health conditions.

"Utah's approach to regulatory mitigation strikes a vital balance between fostering innovation and ensuring consumer safety," said Margaret Woolley Busse, executive director of the Utah Department of Commerce, highlighting the state's commitment to both innovation and patient welfare.

The program demonstrates impressive technological capabilities. According to research from Doctronic examining 500 telehealth cases, the AI's diagnostic assessments matched those of real clinicians in 81 percent of cases, while treatment plans aligned in an remarkable 99 percent of cases. This suggests the technology has significant potential to support healthcare delivery.

Safety remains a top priority throughout the pilot. The program includes thoughtful safeguards, with medications for pain, ADHD, and injectable drugs specifically excluded from AI renewal. Additionally, the first 250 renewals for each drug class will be carefully reviewed by licensed physicians to ensure quality and safety standards are maintained.

Adam Oskowitz, Doctronic's co-founder and a professor at the University of California, San Francisco, emphasized that the AI system is specifically designed to prioritize patient safety. Any case where the system detects uncertainty is immediately escalated to a human doctor for review, ensuring that patients receive appropriate care.
