90% of Ukrainian Defense Firms Get Global Partnership Offers

Ukrainian defense companies have become some of the most wanted partners in global military technology, with 90% receiving international cooperation offers in the first quarter of 2026.

A survey of 42 defense firms by Technological Forces of Ukraine found American companies leading the charge, reaching out to 36% of Ukrainian manufacturers. Germany followed at 29%, with Denmark, the UAE, and the UK rounding out the top five.

The sudden global interest stems from necessity turned innovation. Russia's invasion forced Ukrainian companies to rapidly develop and battlefield-test new weapons systems under real combat conditions. What started as urgent local solutions has evolved into cutting-edge technology that international militaries now want for their own arsenals.

The partnerships go far deeper than simple sales. While 79% of surveyed companies aim to export their products, 64% are pursuing joint ventures with foreign partners. Another 43% are open to licensing their technologies abroad, signaling a shift toward long-term collaboration rather than one-time deals.

Interest extends well beyond traditional Western allies. The United Arab Emirates contacted 19% of Ukrainian firms, showing how conflict-proven technology attracts buyers from diverse regions seeking to modernize their defenses.

The Ripple Effect

This growing cooperation creates opportunities beyond Ukraine's borders. Countries importing Ukrainian defense innovations gain access to battle-tested systems that work in real-world conditions, not just proving grounds. Meanwhile, Ukrainian firms secure revenue streams and partnerships that strengthen their long-term viability.

The expansion faces one major hurdle: bureaucracy. Ukrainian manufacturers aren't asking their government for new programs or subsidies. Instead, 64% want simplified export procedures, 50% request faster approval timelines, and 42% seek transparent regulations. Companies report that streamlined licensing alone would unlock these international markets.

"Countries showing high interest in Ukrainian weapons are considered priority markets for cooperation," said Anastasiia Mishkina, Executive Director of Technological Forces of Ukraine. She noted that regulatory access remains the key challenge to reaching those markets.
