Ann Arbor Gives Residents Free Solar Panels, Cuts Bills
Ann Arbor, Michigan is installing city-owned solar panels and batteries on homes at no upfront cost to residents, saving them hundreds yearly. The program starts with 150 lower-income homes this year and will expand to thousands annually.
Bruce Schauer, 80, always wanted solar panels but couldn't afford the thousands in upfront costs. Now his city is installing them for free, and he'll save $400 a year on electric bills.
Ann Arbor, Michigan launched a first-of-its-kind program where the city owns and installs solar panels and batteries on residents' homes. Homeowners pay nothing upfront but get all the benefits of clean energy and lower bills.
The pilot program is rolling out in the Bryant neighborhood, targeting 150 lower-income homes this year. By next year, it will expand to 1,000 homes, then thousands more annually.
"Any other way, I couldn't afford to do it," says Schauer, whose system will be up and running in weeks. Resident Myles Burchill agrees: "I've looked into solar in the past, but the upfront cost is huge."
The city created its own Sustainable Energy Utility after realizing it could transition to clean energy faster than the local utility, DTE Energy. DTE won't reach 100% clean energy until 2050, and it counts gas as "clean."

Instead of waiting years for large solar farms to get approved and built, Ann Arbor is creating a distributed network of rooftop solar across neighborhoods. The approach brings clean energy to communities traditionally left out of the solar boom.
The Ripple Effect
The program's genius lies in its scale. By buying equipment in bulk, the city negotiates lower costs than individual homeowners ever could.
Installers save money too since they can work on multiple homes in one neighborhood without spending on marketing. The city delivers the customers and coordinates the work.
Ann Arbor also uses municipal financing, which has lower interest rates than consumer loans. That means more savings passed directly to residents who need it most.
As the program grows, thousands of families will get clean energy without debt, lower bills without waiting, and a greener grid without the usual barriers.
Energy independence is finally becoming accessible to everyone, one rooftop at a time.
