Arizona School Choice Program Reaches 100,000 Students

When Ramona Carrasco's daughter with Down syndrome was told she couldn't have a kindergarten graduation because "they will always stay in this classroom," Carrasco knew something had to change. Eleven years later, her daughter is thriving in high school, reading, writing, and enjoying time with friends.

Arizona's Education Savings Account program just hit a major milestone: 100,000 students now use state funds to customize their education outside traditional public schools. The program provides families with up to 90% of what the state would have spent on their child in public school.

The surge happened fast. Just three years ago, only 11,000 students participated. The transformation came in 2022 when Arizona made the program available to any family, not just those in specific circumstances.

Families can use the funds for private school tuition, tutoring, online classes, homeschool curriculum, and learning supplies. For many parents like Carrasco, it meant finding schools that could meet needs their local districts couldn't address.

Keisha Arnold faced similar challenges when her child's special education services were delayed and bullying went unaddressed. "These weren't isolated incidents, they were results of systems unwilling to use the available resources to protect and support our students," Arnold said.

Why This Inspires

Arizona launched this program back in 2011 for students with disabilities whose needs weren't being met. Over the next decade, lawmakers gradually expanded it to include children in failing schools and military families.

The 2022 expansion to all families sparked debate about equity and oversight. A November 2024 RAND Corporation study found that 71% of participants were already in private schools or homeschooled before joining the program.

State Superintendent Tom Horne says the growth proves the program works for parents. His department now uses technology to verify Arizona residency and catch fraud, though staffing hasn't increased much since the early days.

For Carrasco, the numbers matter less than watching her daughter write her full name for the first time just three months after switching schools. "The ESA has been a blessing for her and for us as a family," she said.

Arizona joins 18 other states offering similar programs, giving families tools to build education plans that fit their children's unique needs.
