Bangladesh Restores Green Energy Guarantees Amid Crisis

Bangladesh just made a critical U-turn that could finally unlock the clean energy projects the country desperately needs during its worst power crisis in years.

The government announced it's restoring payment guarantees for renewable energy projects, a financial protection it mysteriously canceled two years ago. Without these guarantees, banks refused to fund solar and wind projects because they had no assurance developers would get paid for the electricity they generated.

The result was predictable and painful. Solar plants that could have been producing power sat unbuilt while Bangladesh suffered through factory closures, job losses, and rolling blackouts that made daily life miserable for millions.

Muhammad Abul Lyse, deputy secretary of the Power Division, signed the directive instructing the Bangladesh Power Development Board to include payment guarantees in all future renewable energy contracts. The guarantees work like a government promise to banks that loans for clean energy projects are safe investments.

Industry leaders who fought for two years to restore the policy are celebrating, though some can't hide their frustration at the unnecessary delay.

"If the previous government had not canceled the payment guarantee provision, several solar power plants could have come online over the past two years," said Mostafa Al Mahmud, president of the Bangladesh Sustainable and Renewable Energy Association. He pointed directly to how those missing solar plants could have prevented the suffering his country just endured.

The Ripple Effect

The policy reversal does more than just fix a bureaucratic problem. It sends a signal to clean energy investors worldwide that Bangladesh is serious about its renewable future.

Ezaz Al Qudrat A Mazid, managing director of Solar EPC Development Ltd, says the restored guarantees will make projects "bankable" again, the industry term for attractive enough that lenders will compete to fund them. That competition typically means better loan terms and faster project launches.

International technology partners who stepped back from Bangladesh projects now have reason to return. Local investors who saw opportunities evaporate can dust off their business plans.

Beyond individual projects, the move strengthens Bangladesh's position in the global clean energy transition at a moment when countries are racing to reduce dependence on fossil fuels. Industry leaders are already calling for the government to build on this momentum by removing import duties on solar equipment and battery storage systems.

The policy fix won't instantly solve Bangladesh's energy crisis, but it clears the path for the solar plants that can help prevent the next one.
