Blair County Awards $17K to 7 Women Overcoming Adversity

Seven women in Blair County, Pennsylvania, are heading back to school this spring with $17,000 in scholarship support, thanks to a local organization dedicated to lifting up those who've overcome life's toughest challenges.

WISE Women of Blair County (Women Involved in Scholarship and Empowerment) announced its spring 2026 scholarship recipients, awarding funding to women ages 21 and older who've faced adversity or discrimination in their lives. The scholarships support everything from beauty school to environmental science degrees.

The winners include Alainy Liang, studying at Altoona Beauty School, and Ivy Powles, pursuing nursing at Penn State Altoona. April Ruehle earned two scholarships for her psychology studies at Penn State's World Campus.

Libby Keller is studying Chinese and Spanish language at Bennington College in Vermont with plans to teach. Erin Harlow combines art and English at Penn State Altoona, while Abigail Dean focuses on environmental studies at the same campus.

Lydia Seltzer rounds out the group, studying environmental science with a communications minor at Juniata College in Huntingdon. Each woman brings her own story of resilience and determination to overcome barriers standing between them and their education.

The Ripple Effect: When women get educated, entire communities benefit. Studies show that women with college degrees earn significantly more over their lifetimes, lifting families out of poverty. They're also more likely to volunteer, vote, and ensure their own children pursue higher education.

WISE Women partners with the Central Pennsylvania Community Foundation to make these scholarships possible. The organization's mission centers on empowerment, acceptance, and inclusion through collaboration and service.
