China Pledges Birth-Friendly Society to Reverse Decline

China just announced sweeping social reforms aimed at reversing a demographic crisis that has shrunk its population for four straight years.

The government unveiled plans Thursday to create a "childbirth-friendly society" over the next five years, addressing concerns about employment, healthcare, education, and income that have kept birth rates at record lows. The announcement signals Beijing's recognition that its population challenges require comprehensive solutions, not just encouragement to have more children.

The new policies will expand housing support specifically for families with children, a significant step in a nation where housing costs have long been cited as a barrier to starting families. Authorities will also improve prenatal care services, enhance reproductive health resources, and strengthen programs to prevent birth defects.

Education reforms are part of the package too. China will refine policies for free preschool education and increase regular senior secondary school places, with mandatory government education spending set above 4% of GDP.

The Ripple Effect spreads beyond young families. China's plan recognizes that supporting an aging population creates opportunities for economic growth and social connection. By 2035, roughly 400 million people over 60 will need care and services, a number equal to the combined populations of the United States and Italy.

The "silver economy" initiative will develop new industries and services for citizens aged 60 and older. Rural areas will see expanded elderly care services, addressing a gap that has left many aging residents without adequate support.

Pension finance reforms and wellness programs will help seniors maintain quality of life while easing the burden on stretched budgets. China has already raised retirement ages to 63 for men and 58 for women, giving workers more years to contribute to the system.

The government plans to promote "positive attitudes toward marriage and childbearing," suggesting cultural shifts alongside policy changes. High-quality employment initiatives and improved income distribution aim to give families the financial security they need to grow.
