Colorado Expands Small Business Loans That Created 2,000 Jobs

Colorado entrepreneurs just got a major boost after Governor Jared Polis signed a law expanding a loan program that's already helped hundreds of small businesses thrive.

The CLIMBER program, which started during the pandemic as an emergency lifeline, has proven so successful that lawmakers decided to supercharge it. In just the 2023-2024 fiscal year alone, the program loaned out over $17 million and helped create or support nearly 1,900 jobs across Colorado.

Now the program is getting even better. The state is adding $5 million to the Colorado Startup Loan Fund, which specifically helps business owners in rural areas, multilingual speakers, and entrepreneurs who've been turned down by traditional banks.

The biggest change? Getting a loan just got way easier. Previously, small businesses had to match every dollar of state funding with four dollars from private sources. That steep requirement kept many promising startups on the sidelines. The new law drops that ratio to one-to-one, opening doors for thousands more entrepreneurs.

Under CLIMBER, small businesses with up to 99 employees can apply for working capital loans between $10,000 and $500,000 at below-market interest rates. That money can go toward hiring employees, opening storefronts, or launching new ventures.

Representative Naquetta Ricks, who sponsored the bill, says the changes could save small businesses hundreds to thousands of dollars monthly. That's money owners can reinvest in growth, higher wages, or finally turning their business dreams into reality.
