Congress Backs First Federal E-Bike Safety Standards

After two decades of outdated regulations and confusing state laws, e-bikes are finally getting the federal attention they deserve.

Four members of Congress from both parties introduced the Safe SPEEDS Act this week, a bill that would give the Consumer Product Safety Commission authority to create modern, unified standards for electric bikes and similar devices across America. Representatives Jared Huffman, Dave Min, Mike Lawler, and Brian Fitzpatrick collaborated on legislation that addresses a critical gap: federal e-bike rules haven't been updated since 2002.

Back then, e-bikes were rare curiosities. Today, millions of Americans depend on them for transportation, exercise, and joy.

The current patchwork of state regulations has left consumers confused about what they're buying and created safety blind spots that nobody can properly measure. Some states classify e-bikes one way, neighboring states another way, and higher-speed electric motorcycles often get marketed right alongside traditional pedal-assist bikes.

The new bill would direct the CPSC to create clear definitions separating true e-bikes from electric motorcycles, establish standardized labels so buyers know exactly what they're getting, and recommend appropriate age guidelines. It also tackles a crucial data problem: right now, nobody's systematically tracking e-bike crashes and injuries across the country.

That data gap matters because e-bike injuries doubled each year between 2017 and 2022, with young riders experiencing particularly high rates of serious accidents. The bill includes funding to help local governments and emergency services report incidents consistently, creating a complete picture of how these vehicles perform in real-world conditions.

The Ripple Effect

What makes this legislation special is its broad support from groups that rarely agree on anything. PeopleForBikes, the League of American Bicyclists, the National Bicycle Dealers Association, and Consumer Reports all endorsed the bill enthusiastically.

Industry leaders see this as protection for the e-bike revolution, not a threat to it. Clear federal standards will help legitimate manufacturers stand out from companies selling dangerous devices disguised as bicycles. Families will know they're buying safe products, and communities can write sensible local rules based on consistent national definitions.

The bill also recognizes something important: e-bikes represent affordable, accessible transportation that helps people get around without cars. Better regulation means more people can confidently choose e-bikes for commuting, errands, and recreation, knowing they're riding something safe and appropriate for public spaces.
