$2M Gift Brings Mental Health Housing Center to Santa Barbara

Santa Barbara is getting a new kind of facility that brings together everything someone struggling with mental illness needs in one place: housing, therapy, medical care, and hope for stability.

The James P. and Rebecca T. Craig Foundation just donated $2 million toward Sanctuary Centers' new Health & Housing Center in downtown Santa Barbara. The six-level building will offer behavioral health care, psychiatry, therapy, primary medical care, and 34 permanent supportive housing apartments all under one roof.

Dr. Rebecca Craig, who co-leads the foundation, knows this work personally. She started her career in the 1970s helping people transition out of state psychiatric hospitals during the nationwide deinstitutionalization movement.

"The vision was to provide more humane, less restrictive, and more effective support," Dr. Craig said. "Unfortunately, the continuum of care that was envisioned often never fully developed."

She's right. Today, people with untreated mental illness often cycle through emergency rooms, psychiatric hospitals, and the criminal justice system without getting the integrated support they need.

The new center aims to break that cycle. By offering housing alongside comprehensive health services, it gives people a real shot at recovery and stability instead of just crisis management.

The Ripple Effect

The impact extends beyond the 34 people who will live there. When someone gets stable housing and consistent mental health treatment, they're less likely to end up in emergency rooms or jail. That means fewer crisis interventions, lower costs for taxpayers, and safer communities for everyone.

The approach also addresses what Dr. Craig calls the consequences visible all around us. Walk through any American downtown and you'll see what happens when behavioral health needs go unmet. This center offers a different path forward.

Construction is nearly complete, with doors set to open in winter 2026. Sanctuary Centers still needs to raise the final $2.5 million, but the Craig Foundation's leadership gift marks a major milestone toward that goal.
