The first discovery happened on May 6 in 's-Gravendeel, where inspectors working with local police and customs officials found three shipping containers packed with contraband. Inside sat 151,400 flavored vapes and 49,400 boxes of nicotine pouches.
Six days later, acting on a tip from the public, authorities raided a storage unit in North Brabant. There they found another 66,720 vapes and 2,640 boxes of nicotine pouches ready for illegal distribution.
The Netherlands banned flavored vapes in January 2024 and nicotine pouches in January 2025, but enforcement has been a challenge. Despite the laws, these products remained widely available in shops and through online dealers who ignored the rules.

The problem runs deep. A health ministry study from April revealed that nearly nine in ten Dutch vapers use products that are either illegal or purchased through illegal channels. That's a staggering black market.
Some sellers have been particularly brazen. An RTL investigation found 244 outlets that continued selling illegal vapes despite being fined repeatedly. One shopkeeper racked up 14 penalties and kept right on selling.
