Egypt Launches AI Push to Scale Startups to Global Markets

Egypt is betting big on artificial intelligence and homegrown startups as the government launches an ambitious plan to transform its digital economy from local innovation hub to global competitor.

Minister of Communications and Information Technology Raafat Hindi unveiled the strategy at the sixth Tech Invest Egypt conference in Cairo, where government leaders, investors, and entrepreneurs gathered to map out the country's tech future. The announcement comes as Egypt's ICT sector recorded its strongest growth ever at 24.3 percent in the final quarter of the 2025/2026 fiscal year.

At the heart of the plan is getting Egyptian startups beyond the early stage hurdle. The Ministry is creating new mechanisms to help promising companies scale within Egypt and expand into regional and international markets, addressing longstanding challenges in funding, growth, and talent retention.

Digital Egypt Innovation Centers now operate in more than 20 governorates, giving entrepreneurs access to skills training, incubation support, and direct connections to investors. The government is also building infrastructure that lets innovative companies develop solutions and integrate securely with government systems, opening doors for private tech firms to improve public services.

Egypt is moving fast on artificial intelligence with real applications already launching. The country piloted "Karnak," an Egyptian language model, along with "Lughat" and "Bil Masry" applications that showcase local talent in language processing, speech recognition, and translation.

Hindi announced a new competition challenging entrepreneurs to develop AI solutions for government institutions. Winning solutions will be tested in one ministry before potentially rolling out across other agencies, creating immediate market opportunities for Egyptian developers.

The government is expanding access to advanced computing resources so researchers and developers can build solutions that generate intellectual property and compete internationally. Egyptian teams are already making progress in healthcare AI and language technologies.

The Ripple Effect

The strategy extends beyond individual companies to reshape Egypt's entire tech ecosystem. Outsourcing exports hit $5.1 billion by the end of 2025, and the government is targeting $8 billion by 2028 as it works to localize electronics manufacturing and increase domestic value creation.

The approach links private companies, academic institutions, and government agencies in ways that turn innovation into economic opportunity. By creating pathways for startups to pilot solutions in government systems, Egypt is building a testing ground that could accelerate both public service improvement and private sector growth.
