Ethiopia's shift from emergency relief to prevention offers a model other African nations are watching closely. Minister Habtamu urged African Union members to adopt similar approaches, noting that climate shocks cross borders and instability spreads.
"When climate shocks come, people should not run to beg," he said. "They should rely on their own water, food systems and energy."
The water infrastructure strategy aligns with Africa's Agenda 2063, which prioritizes self-reliance and sustainable development. Ethiopia's experience shows that climate resilience doesn't require expensive technology, just consistent investment in basic infrastructure at the local level.
