EU Backs New Recycling Tech for Plastic Bottles

European nations took a major step Friday toward solving one of recycling's toughest challenges by approving chemical recycling as an official method for meeting plastic bottle quotas.

The 27 EU member states voted to count chemically recycled plastics alongside traditional mechanical recycling when calculating whether bottles meet the bloc's strict requirements. Under current EU rules, single-use plastic bottles must contain at least 25 percent recycled content, rising to 30 percent by 2030.

Until now, only mechanically recycled plastic counted toward that quota. That traditional process involves washing, shredding, and remelting used bottles into new ones.

Chemical recycling works differently by heating plastics to high temperatures to break them down and rebuild them. The technology shows particular promise for tricky items like yogurt containers that mechanical methods struggle to handle effectively.

The decision comes as Europe's recycling sector faces mounting pressure from cheap plastic imports, especially from Asia. More than half of all plastics worldwide come from Asian producers, with China alone accounting for 35 percent of global production.

Anna-Kaisa Itkonen, spokeswoman for the European Commission, called the vote "a first milestone for defining rules for chemical recycling at EU level." She said the change gives the plastics industry consistent, clarified rules for calculating and reporting recycled content.

The commission proposed the expansion specifically to support investment in European recycling facilities struggling to compete with cheaper alternatives abroad. Industry groups had pushed strongly for the change.

The Bright Side

While environmental groups raise concerns about the energy intensity of chemical recycling compared to mechanical methods, the technology opens doors that were previously closed. Many types of plastic packaging that currently end up in landfills because they're too contaminated or complex for traditional recycling could now get a second life.

The vote represents practical progress on a stubborn problem. Europe isn't abandoning mechanical recycling but adding another tool to meet aggressive reuse targets. As the technology matures beyond current pilot projects to industrial scale, it could help close the loop on plastics that have nowhere else to go.

For consumers, this means the bottles they toss in recycling bins have better odds of actually becoming new products rather than waste. Europe is betting that multiple recycling methods working together will prove more effective than relying on one approach alone.
