Researchers examining flood-resistant house prototype design in European climate adaptation project

Europe Twins Regions to Fast-Track Climate Solutions

Mind Blown

Twelve European regions are pairing up to share flood alerts, wildfire warnings, and heat protection tools that are already saving lives. The approach is helping countries leapfrog years of trial and error.

When catastrophic floods hit one region, an early warning app developed hundreds of miles away could save lives in another.

That's exactly what's happening across Europe through the RESIST project. Twelve climate-vulnerable regions are working together to develop nearly 100 climate adaptation solutions and share them faster than ever before.

The project pairs experienced regions with those just starting to face similar climate threats. Central Denmark, southwest Finland, central Portugal, and northeast Spain are serving as innovation hubs, creating tools and then helping neighboring regions customize them for local needs.

In Catalonia, researchers built Argos, an emergency alert system that warns residents about climate dangers. The system then traveled to Italy's Puglia region, where tourism officials adapted it to protect vacationers during extreme heat waves. Portugal's Baixo Alentejo tweaked the same software to issue wildfire warnings.

Denmark developed a flooding app that checks groundwater levels and alerts citizens days before water arrives. The region also created a prototype flood-resistant house designed to let water flow through without causing damage. Sweden and Latvia, both facing new flood risks, are now testing both innovations.

Europe Twins Regions to Fast-Track Climate Solutions

The approach cuts years off the typical timeline for spreading climate solutions. Instead of each region starting from scratch, communities learn from regions that have already tested what works.

The Ripple Effect

The twinning model is attracting global attention. Researchers from the United States and China are watching how Europe tackles adaptation, positioning the continent as a leader in climate resilience.

Business opportunities are already emerging. HYDS, a small company that worked on early warning systems through RESIST, is now exploring contracts in Croatia. Other solutions are moving toward full commercial deployment.

Senior business developer Vilija Balionyte-Merle from SINTEF, the Norwegian research firm leading the project, says the goal is to have 100 market-ready solutions by the end of the project. Teams are now connecting with investors and government authorities to scale up production.

The project operates under the EU Mission on Adaptation to Climate Change, which recognizes that prevention is more effective than reaction. From heatwaves to wildfires to flooding, climate impacts are already affecting daily life across the continent.

By the time RESIST concludes, these shared solutions could protect millions of Europeans from climate disasters while creating a blueprint other continents can follow.
