FIFA Eyes Rule Requiring Young Players in Every Match

Soccer's global governing body just proposed a rule that could transform how the world's biggest clubs develop young talent.

FIFA announced this week it's developing a plan to require all professional teams to field at least one homegrown young player throughout every match. The FIFA Council agreed to create a formal proposal within the next year after consulting with teams, leagues, and other stakeholders worldwide.

Under the proposed rule, senior club teams would need to keep at least one player from their Under-20 or Under-21 program on the field at all times during matches. That means coaches couldn't just name young players to the roster and leave them on the bench.

This would mark a major shift from current policies. Right now, competitions like the Champions League require teams to include homegrown players on their squad lists, but coaches face no obligation to actually play them. Champions League rules reserve eight of 25 roster spots for locally trained players, defined as athletes who spent at least three seasons with the club or another team in the same country between ages 15 and 21.
