France Plans 1M Heat Pumps Yearly, Boosting Solar Power
France just unveiled an ambitious plan to install one million heat pumps annually by 2030, cutting heating costs in half while potentially saving the country's residential solar industry. The government is backing it with generous subsidies up to €14,000 per household.
France is betting big on heat pumps to transform how its citizens heat their homes, and the plan could spark a solar energy renaissance across the country.
Prime Minister Sébastien Lecornu announced last Friday that France will install one million heat pumps per year by 2030, permanently ending gas boiler installations in new homes. The goal is simple but powerful: slash heating bills by 50% while moving the nation away from fossil fuels.
To make it happen, the government is offering subsidies between €12,000 and €14,000 for heat pumps that typically cost €10,000 to €15,000. Energy Minister Maud Bregeon says homeowners could see a return on investment within just three years. The government is also exploring leasing options to make the switch even easier for French families.
For multi-family buildings, France is going even further. The plan aims to completely eliminate gas and fuel oil heating by 2050.
The Ripple Effect

Here's where it gets even more interesting for clean energy. Heat pumps run on electricity, and when you pair them with rooftop solar panels, the combination becomes incredibly efficient.
Solar panels generate power during the day while heat pumps use electricity to warm homes. Together, they can dramatically reduce electricity bills, with the savings helping pay off the initial investment even faster. Energy storage systems are getting new tax breaks too, with a reduced VAT rate of 5.5% and zero-interest loans becoming available.
Jules Nyssen, president of France's renewable energy association, praised the move as a win for energy independence. France already produces abundant, affordable, and low-carbon electricity compared to other European nations.
The timing couldn't be better for residential solar. France's High Council for Energy is currently reviewing a draft decree that could suspend solar subsidies, which had threatened to stall rooftop installations. But the massive push for heat pumps creates new demand for on-site power generation, giving homeowners a compelling reason to go solar even without direct subsidies.
The €200 million initially earmarked for the program is just the beginning. As more French families make the switch, the country moves closer to true energy sovereignty powered by clean electricity generated at home.
France is proving that climate solutions and household savings can go hand in hand.
