France Proposes €250 Monthly Payment to Support Families

France is taking a bold step to support families who dream of having children but worry about the cost.

A parliamentary committee unveiled proposals Wednesday that would give every family €250 per month for each child until age 20. The plan also includes interest-free loans to help families buy or expand homes when they have babies.

The proposals respond to a real gap between desire and reality. Studies show French adults say they want an average of 2 to 2.3 children, but the current rate is just 1.55 children per woman.

"Our work is about supporting parents who want to have a child," says Constance de Pélichy, who leads the parliamentary committee. The plan would replace France's current patchwork of benefits with simpler, more universal support.

The proposal goes beyond cash payments. It suggests merging parental leave programs into one unified system that pays 70% of salary for four months, then 50% for six more months after a baby arrives.

Jean-Philippe Vallat from France's National Union of Family Associations welcomes the direction. "The report focuses on the material and financial obstacles that many adults face today," he says.

The Bright Side

While experts debate the best approach, France is having an important conversation about removing barriers for people who want to start families. The proposals acknowledge what many young adults already know: housing costs, childcare access, and financial stability matter deeply when planning for children.

The committee also emphasizes expanding childcare options and supporting families who rely on grandparents and relatives for help. These practical measures address real concerns parents have raised for years.

If implemented by 2030 as proposed, the €10 billion annual investment would represent one of Europe's most comprehensive family support overhauls. Whether the plan moves forward, France is putting family support front and center in national policy discussions.
