India's First Platinum Green Government Campus Goes Electric

Turning a working government campus built in 1960 into a sustainability showcase sounds impossible. Lok Bhavan in Bhubaneswar just proved otherwise, becoming India's first Platinum certified green Lok Bhavan and the country's first campus to hit Platinum under strict new 2024 standards.

The final score was 88 out of 100, placing it among India's highest rated green campuses. But the real story is how they got there while keeping daily operations running.

Under Governor Dr. Hari Babu Kambhampati, the team tackled every system on campus. Electrical networks got upgraded, water management strengthened, waste handling reorganized, and energy monitoring installed throughout.

The results speak for themselves. Water consumption dropped more than 35% through rainwater harvesting, groundwater recharge systems, and smart irrigation. Solar panels now generate 635 kWp of electricity across the campus.

More than 80% of the grounds remain under green cover. A biodiversity survey found 2,374 trees representing 72 species and documented 27 animal species living on campus, giving the site a strong 3.59 diversity index.

The most visible change is transportation. Lok Bhavan became India's first government campus with an all-electric official vehicle fleet, complete with EV charging infrastructure for both official and internal movement.

Waste now gets sorted at source, with organic material composted on site and all reported dry waste diverted from landfills. Indoor air quality monitoring and improved natural lighting made the campus healthier for everyone who works there.

The Ripple Effect

The campus didn't stop at its own walls. Staff organized plantation drives, blood donation camps, and health programs for adolescents in surrounding communities.

What makes this transformation special is the roadmap it creates. Green certifications are easier with new construction, but most government buildings already exist. Lok Bhavan proved these older campuses can reach Platinum standards with the right planning.

For other states watching, the documentation is now available. Every credit earned, every system upgraded, every challenge solved is on record. The template exists for any government campus ready to follow.

An occupant satisfaction survey showed over 80% of people using the campus feel good about the changes. That number matters because sustainable spaces only work when people want to be in them.
