Indonesia Links Cash Aid to Cooperatives to Cut Poverty

Families receiving government aid in Indonesia now have a clear pathway out of poverty through a nationwide program connecting them to village cooperatives.

The Indonesian government launched a partnership between its Family Hope Program, which provides cash assistance to low-income families, and the Red and White Village Cooperative Program. Starting in Purworejo, Central Java, the initiative helps welfare recipients join local cooperatives where they can earn additional income through business activities and skills training.

Cooperatives Minister Ferry Juliantono explained that village cooperatives will do more than distribute subsidized goods. They'll also buy crops and livestock products from local farmers, creating a market for what communities already produce. The goal is to transform cooperatives into genuine economic engines for villages.

Social Affairs Minister Saifullah Yusuf emphasized that government assistance was designed as a temporary safety net, not a permanent solution. His ministry is specifically targeting families with working-age members, helping them build skills and join cooperatives so they can eventually support themselves without aid.

The program prepares 30,000 village cooperatives for official inauguration in July 2025, out of more than 80,000 cooperatives established nationwide. Each cooperative will provide members with business opportunities, training, and a support network of other local entrepreneurs.

When welfare recipients gain stable income through cooperatives, entire villages benefit. Families spend more at local businesses. Children stay in school longer. Communities invest in improvements together. The Poverty Alleviation Acceleration Agency is coordinating efforts across multiple government ministries to ensure programs work together rather than overlap, maximizing impact for every dollar spent.

The approach tackles a common challenge with welfare programs: helping people transition from receiving aid to earning sustainable income. By connecting recipients directly to economic opportunities in their own villages, the program keeps communities intact while building local economies from within.

Indonesia is betting that cooperatives, deeply rooted in local culture and needs, can succeed where top-down poverty programs sometimes struggle. Members learn business skills alongside neighbors they already trust, making the leap to entrepreneurship less daunting.

The initiative represents a shift from viewing poverty relief as simply distributing money to creating systems that generate lasting opportunity.
