Indonesian Minister of Energy speaking at Electricity Connect 2026 conference about renewable energy investment opportunities

Indonesia Slashes Red Tape for Clean Energy Projects

Mind Blown

Getting a clean energy project approved in Indonesia just got dramatically easier. New reforms cut capital requirements by 75% and allow construction to start immediately with power agreements in hand.

Indonesia is rolling out the welcome mat for clean energy investors, and the changes are bigger than anyone expected.

The government just announced sweeping reforms that slash the minimum investment requirement from $713,000 to just $178,000 for foreign companies. Even more significant, foreign investors can now own 100% of power plants over 1MW, down from the previous 10MW threshold that kept smaller players out of the market.

But the real game changer is what happens after you sign a deal. Under the new Ministry Regulation No. 7 of 2026, developers with a power purchase agreement can break ground immediately. The electricity supply business license that used to be required upfront now comes at the end, once the plant is ready to operate.

"A licence that was previously required upfront is now moved to the back end," explained David Firnando Silalahi from the Ministry of Energy and Mineral Resources. For developers, this means no more waiting months or years to start building after securing financing and agreements.

The timing couldn't be more critical. Indonesia's 2025-2030 electricity plan calls for 69.5 gigawatts of new generation capacity, with 70% coming from renewable sources. That represents $192 billion in potential investment flowing into solar, wind, hydropower, and geothermal projects across the archipelago.

Energy Minister Bahlil Lahadalia highlighted specific opportunities that showcase Indonesia's renewable potential. Papua's Mamberamo River could support 23 gigawatts of hydropower alone, while Kalimantan's Kayan region offers another 12 gigawatts.

The Ripple Effect

These reforms extend far beyond Indonesia's borders. As Southeast Asia's largest country, Indonesia becoming more accessible to clean energy investment could accelerate the entire region's transition away from fossil fuels.

The government is also streamlining spatial planning approvals. Projects in areas with integrated digital spatial plans can now get real-time confirmation through the Online Single Submission system, eliminating weeks of waiting.

Some coordination gaps remain between ministries, particularly around forest area permits. But officials say internal discussions are already underway to close those gaps and create a truly seamless approval process.

For countries watching Indonesia's energy transition, these reforms send a clear signal: the nation is serious about hitting its 2060 net-zero target, and it's willing to fundamentally reshape how government works to get there.
