Japan Backs AI Startups with $350K Grants Per Project

Small businesses in Japan's rural regions are about to get a major boost in their AI dreams, thanks to a new government program that turns bank loans into grants.

Japan's internal affairs ministry is creating a special support category specifically for community startups that want to build their businesses around artificial intelligence. The program will launch with the fiscal 2027 budget and could provide between ¥30 million to ¥55 million (roughly $200,000 to $350,000) per project.

Here's how it works: When a regional business takes out an unsecured loan from a local bank to fund AI initiatives, both the central and local governments step in with matching aid. The bigger the loan, the more government support the business receives. This setup helps companies cover the expensive startup costs like building facilities and buying equipment without drowning in debt.

The initiative is part of Japan's push for "AI transformation," where businesses place artificial intelligence at their core rather than just bolting it on as an afterthought. Internal Affairs Minister Yoshimasa Hayashi announced the regional AI transformation plan at an April meeting of the Council on Economic and Fiscal Policy.

One business already benefiting from the broader support program shows what's possible. A whisky distillery in Tobetsu, a small town in Hokkaido Prefecture, is using AI to predict blending results with greater accuracy. By analyzing data more effectively, they're boosting productivity in an industry that traditionally relies on human experience and intuition alone.

This program does more than help individual businesses. By partnering government aid with local bank loans, it strengthens the relationship between regional financial institutions and community entrepreneurs. Local banks become invested in their communities' innovative futures, not just their traditional industries.

The program also keeps AI innovation from becoming a privilege of big city companies. Rural businesses often struggle to compete with urban tech hubs for talent and investment. This funding levels the playing field, ensuring that a small town distillery can access the same transformative technology as a Tokyo corporation.

The ministry plans to include regional AI transformation in Japan's new Basic Policy on Economic and Fiscal Management and Reform, which will be adopted later this year. That means this isn't just a one-time experiment but a long-term commitment to spreading technological progress beyond major metropolitan areas.
