Japan, Taiwan, U.S. Unite to Build Trusted Tech Future

The Japan-Taiwan Innovation Summit just added a third partner, and the change signals something profound about the future of technology.

For four years, the annual summit connected Taiwanese startups with Japanese partners. This August, when a U.S. State Department technology official took the stage for the first time, the event transformed into something bigger: a model for how democracies can build secure supply chains together.

"The future of technology will be determined not by what we build, but by who we build it with," said John Speaks, regional technology officer for East Asia at the U.S. Department of State. He wasn't making small talk. He was describing Pax Silica, an initiative launched in December 2025 that treats AI, semiconductors, critical minerals, energy, and advanced manufacturing as one connected system that needs trusted partners at every link.

Japan signed on as a founding member. Taiwan endorsed the principles in January. By June 2026, 24 countries had joined.

The results are already showing. Taiwan's exports have grown for 33 straight months, up 31% in July. Japan's exports to Taiwan jumped 47% in the same month, driven by surging AI demand. More than 30 of the 46 Taiwanese startups at this year's summit already have bases in Japan or partnerships with Japanese companies.

HCmed Innovations demonstrated exactly how the partnership works. The medical device startup announced it's opening a Tokyo office at the summit. Its investors span three countries: New Ventures in Palo Alto, DCI Partners in Japan, and Mega Bank and Safe Insurance in Taiwan. Its partners include Genentech and Roche.

Todd Stavish from Silicon Valley research institute SRI noted his organization licensed patents to TSMC in the chipmaker's early days. Now SRI is extending its commercialization network across Japan, South Korea, and Singapore through a partnership announced last November.

Taiwan's policymakers emphasized the countries aren't competitors but collaborators. In semiconductors, Taiwan handles manufacturing while Japan supplies materials and equipment. In quantum technology, Japan leads research while Taiwan scales production. A joint venture even developed an AI earthquake warning system that cut disaster response time from six hours to four minutes.

The Ripple Effect

The summit's theme, "From Startups to Strategy," marks a turning point. These companies aren't just looking for customers anymore. They're being woven into national industrial policy across three democracies.

Small companies spot supply chain weaknesses before they show up in big company statistics, Speaks explained. That makes startups the early warning system for economic security, not just engines of innovation.

The three-day summit moved from Osaka to Tokyo, with government officials, corporations, investors, and research institutions gathering around strategic industries: AI, semiconductors, biotech, and digital infrastructure. In Osaka, organizers signed a long-term framework with Hankyu Hanshin Properties to support the Kansai region push.

The message was clear. Supply chains once built for lowest cost are being rebuilt for security and trust. And in a world where technology and geopolitics increasingly overlap, choosing the right partners matters as much as building the right products.

Three democracies just showed how collaboration built on shared values can create opportunity for everyone at the table.
