Johannesburg Pensioner Wins $24K Billing Battle After 7 Years
After seven years of fighting incorrect utility bills, 70-something Umesh Daya watched more than $24,000 in disputed charges disappear from his account. His persistence through endless meetings and mounting stress finally paid off when investigators confirmed he'd been wrongly billed for years.

For the first time in seven years, Umesh Daya can open his Johannesburg municipal bill without his heart sinking.
The Crosby resident spent nearly a decade fighting a utility account that ballooned to over $24,000 in charges he insisted were wrong. Each month brought mounting debt, disconnection threats, and stress that affected his health and forced him to rush home from work whenever officials arrived to cut his services.
Now his October statement shows just $300 owed, down from nearly $25,000. The city credited back $24,300 after an urgent investigation confirmed what Daya had been saying all along.
City Power discovered he'd been charged for conventional electricity while actually buying prepaid power since 2013. The utility acknowledged billing him for a meter that was later removed without a final reading, and raised eyebrows when charges were backdated three years based on estimates alone.
Even stranger, correspondence shows a technician told Daya his meter had been stolen and belonged to another customer entirely. Meanwhile, his customer number had been used to purchase prepaid electricity the whole time he was being billed on a postpaid basis.

The Johannesburg Ombudsman stepped in during 2023, asking City Power to explain the double billing situation. Despite multiple meetings over three years, the dispute dragged on unresolved until Daya made a desperate plea to journalists for help.
"I am exhausted, frustrated and completely overwhelmed," he wrote. "You are my only hope now."
Daya says he faced more than 80 disconnection threats and lost almost everything financially trying to resolve the nightmare. He was even offered bribes multiple times by people claiming they could make his debt vanish, but he refused every time.
The Bright Side
While Daya's story reveals serious flaws in municipal billing systems, it also proves that persistence can overcome bureaucratic inertia. His refusal to accept incorrect charges, even when facing overwhelming pressure and easier corrupt solutions, protected both his integrity and ultimately his wallet.
City Power confirmed customers should never pay employees to correct accounts and urged anyone facing similar issues to report suspected corruption. The utility's investigation shows that systems can work when accountability is demanded.
Daya still disputes the remaining $300, but after seven years of fighting, he can finally breathe easier knowing his home is safe.
