Maine regulators just green-lit the state's largest wind farm ever, and it comes with a bonus: $387 million in savings for electricity customers.
The Maine Public Utilities Commission selected Clearway Energy to build an 800-megawatt wind farm in northern Aroostook County. The project would increase Maine's current onshore wind capacity by two-thirds, generating enough clean power for hundreds of thousands of homes.
Here's what makes this different from past attempts: five states are working together. Massachusetts, Connecticut, Rhode Island, Vermont, and Maine are sharing the costs and benefits, which means Maine ratepayers cover less than 11% of the transmission line costs while still getting 600 megawatts of wind power.
Getting the electricity from rural northern Maine to customers has always been the challenge. Aroostook County isn't directly connected to the regional grid, and building transmission lines is expensive.
That's where Avangrid Networks comes in. The company will build a 1,200-megawatt transmission line using mostly existing corridors, connecting the remote wind farm to the wider New England grid at Haynesville.
The Ripple Effect

This project isn't just about clean energy. The PUC estimates it will create more than 2,500 construction jobs over four years and generate around $150 million in new tax revenue for state and local governments.
The total economic impact for Maine could exceed $2.4 billion. That's money flowing into rural communities, supporting local businesses, and creating opportunities in an area that needs them.
After the Clearway wind farm connects, the transmission line will still have 400 megawatts of spare capacity. The commission plans to issue new proposals to fill that space with additional renewable energy projects, creating even more opportunities for clean power.
"This procurement reflects months of careful work to identify projects that will bring reliable, renewable energy to the grid, providing value to Maine and the region, while minimizing costs for Maine ratepayers," said Maine PUC chair Philip Bartlett.
The road ahead still includes contract negotiations, environmental reviews, permitting, and community engagement. Maine went through a similar process in 2021, but those projects fell apart when transmission negotiations failed in late 2023.
This time feels different. The multi-state partnership spreads costs and risks, and Avangrid's plan to use existing transmission corridors could speed up approval and construction.
The wind farm sits on commercial timberland with existing roads, transmission access nearby, and strong, consistent wind. Once the transmission line is built, that 400 megawatts of extra capacity means northern Maine could become a renewable energy hub for all of New England.
It will be years before the first turbine spins, but Maine is building something bigger than one wind farm: a blueprint for states working together on clean energy that saves money and creates jobs.
