Manipur Assembly Meets After 18 Months of Silence

Democracy is getting a second chance in Manipur as the state's legislative assembly prepares to meet for the first time since August 2024. The Thursday afternoon session comes just one day after a new government took office, ending months of political uncertainty.

Governor Ajay Kumar Bhalla summoned the 7th session of the Manipur Legislative Assembly to convene at 4 pm Thursday. The last time legislators gathered was over 18 months ago, from July 31 to August 12, 2024.

The new government includes leaders from multiple communities working together under one roof. Y. Khemchand Singh took the oath as Chief Minister alongside four other ministers from the BJP and its allies.

Two Deputy Chief Ministers represent different ethnic communities in the state. Nemcha Kipgen, a Kuki-Zo legislator, and Losii Dikho, a Naga legislator, both took their oaths on Wednesday.

The government formed with support from the BJP's partners including the Naga People's Front, National People's Party, one Janata Dal-United member, and two Independent legislators. This coalition brings together representatives from across Manipur's diverse population.

President's Rule ended in the state just before the new government formed. The previous government had dissolved in February after a budget session was suddenly canceled.

The Ripple Effect

This assembly session represents more than just political procedure. For the first time in over a year, elected representatives will gather to discuss the needs of their constituents through democratic channels.

The formation of a multi-ethnic government sends a message about cooperation and representation. Having Deputy Chief Ministers from different communities shows an effort to include voices from across the state.

However, challenges remain visible. Deputy Chief Minister Kipgen took her oath via video from New Delhi rather than traveling to the capital Imphal, highlighting ongoing security concerns in the region.

The Business Advisory Committee will meet at 3 pm Thursday to set the agenda before the full session begins. This preparatory meeting will determine what issues the assembly tackles first.

After months without legislative activity, representatives now have the chance to address pressing concerns facing their communities through official channels rather than from the sidelines.

This moment offers Manipur's people something they've lacked for 18 months: a functioning government where their elected officials can debate, discuss, and decide on the state's future together.
