Now the government is betting on two big solutions. The first puts boots on the ground with expert staff who can cut through red tape and get projects approved faster.
The second solution looks to the future of construction itself. The government is investing €90 million to encourage prefabricated homes, with an ambitious goal that half of all new buildings will be prefab by 2030. These factory-built homes can be assembled much faster than traditional construction, potentially transforming how quickly neighborhoods can grow.

The plan also addresses the rental market, which has been shrinking at an alarming rate. Over the past two years, 16,000 rental homes disappeared from the market as landlords sold off properties, dropping availability from 9.4% to 9%.
To reverse this trend, the government plans to adjust rental rules that currently discourage landlords from keeping smaller properties. The changes would allow property owners to charge slightly more based on a home's value, giving them a reason to stay in the rental business instead of selling.
