The government started the Integrated Personnel and Payroll Information System in 2007 with just seven pilot agencies. Today it manages records for 1,008,800 employees and has already eliminated ghost workers from the payroll.

What makes this rollout special is that Nigerian developers built the entire system. Dr. Bisi Aina from SoftAlliance and Resources Limited says the homegrown solution protects the country from foreign exchange volatility and keeps sensitive personnel data under Nigerian control.

The employee self-service portal reduces administrative bottlenecks that previously required multiple staff members to process simple requests. Those freed-up hours can now go toward serving Nigerian citizens more effectively.
