Penang Opens Shared Chip Lab to Power Malaysia's Tech Future

Penang has taken a giant step toward becoming Southeast Asia's next semiconductor powerhouse with the opening of a state-of-the-art shared laboratory dedicated to chip design validation.

The new Shared Lab for IC Design Validation & Characterization opened Tuesday under the Penang Silicon Design @5KM+ initiative, providing both startups and established integrated circuit design companies access to expensive advanced equipment they couldn't afford alone. Think of it as a high-tech gym membership, but for designing the chips that power everything from smartphones to electric vehicles.

What makes this facility special is its open-door policy. Any chip design company in Penang can use the lab, not just those in the incubator program, creating a collaborative environment where innovation can flourish across the entire ecosystem.

The opening ceremony also welcomed four new technology partners: Oppstar Technology, X-FAB Sarawak, Contacthings, and ElectroRent. These additions bring the initiative's total collaborators to 18, creating connections across design services, manufacturing processes, and validation infrastructure.

The Ripple Effect

Since launching in December 2024, Penang Silicon Design @5KM+ has transformed the region's tech landscape at remarkable speed. The number of chip design companies in Penang has exploded from 25 to over 50, making it Malaysia's fastest-growing semiconductor hub.

More than 9,500 high-value jobs have been created in just months, and 400 engineers have completed training programs through the Penang Chip Design Academy. An impressive 96 percent of graduates from the IC Mastery Program found jobs in the chip design industry.

The results speak for themselves. Penang-based engineers have already developed Malaysia's first FPGA chip and advanced memory technologies through companies like SkyeChip and Silicon X, proving local talent can compete globally.

Chief Minister Chow Kon Yeow captured the vision perfectly: "Together, we can realize our vision of producing the first generation of 'Made by Malaysia' chip, designed, developed and driven from Penang." The initiative aims to nurture startups from concept to commercialization within three to five years, dramatically reducing the time and cost barriers that typically crush early-stage chip companies.

InvestPenang is now converting space within the Silicon Design & Incubation Space into hybrid co-working offices, giving young companies flexible environments to collaborate and grow. This infrastructure investment reflects a comprehensive strategy linking physical facilities, talent development, funding access, and global business connections into one integrated ecosystem.
