Philippines Cuts Solar Permits to 3 Days Nationwide

Getting permission to install solar panels on your roof in the Philippines just got dramatically easier.

The Department of Energy announced sweeping reforms that require local governments to approve electrical permits within three working days and final inspections within seven days. If officials miss the deadline, applications automatically count as approved, letting homeowners move forward with their solar projects.

The breakthrough addresses a problem that has frustrated thousands of Filipinos trying to join the country's net-metering program. This system lets people with rooftop solar panels feed excess electricity back to the grid in exchange for credits that lower their monthly bills.

Beyond faster permits, the new rules eliminate mountains of paperwork and allow electronic signatures on agreements. Energy Secretary Sharon S. Garin said the changes "remove bottlenecks and make net-metering faster, simpler and more accessible to households and businesses."

The reforms follow a direct call from President Ferdinand R. Marcos Jr. in his 2025 State of the Nation Address to speed up solar adoption across the country. The government wants to empower more Filipinos to generate their own clean power while strengthening the national grid.

The updates unlock two new money-saving features for solar users. First, they can now keep and sell Renewable Energy Certificates for the power they generate, creating an additional income stream. Second, a new multi-site option lets families and businesses share energy credits across multiple properties served by the same utility.

The Ripple Effect

These changes arrive at a crucial moment for the Philippines. The country has added solar capacity steadily since launching its net-metering program in 2013, but only reached 157 megawatts by May 2025. Standardizing the approval process nationwide could accelerate adoption dramatically.

When one family installs solar panels, neighbors notice lower electricity bills and cleaner air. When thousands do it, entire communities become more energy independent and resilient during power outages. The economic benefits multiply too, as local installers hire more workers and families redirect savings toward other needs.
