For emergencies, the Assistance to Individuals in Crisis Situation program steps in with immediate help for medical bills, burial costs, and other urgent needs. This safety net prevents families from sliding deeper into poverty when unexpected crises hit.

Local communities also get a voice through the KALAHI-CIDSS program, where residents identify their own priority projects and participate in development planning. This bottom-up approach ensures solutions actually match what people need.
