Portugal Opens Roads to Self-Driving Car Tests This July

Portugal is rolling out the welcome mat for self-driving cars, and the timing couldn't be better for people who've been left behind by traditional transportation.

Starting in July, autonomous vehicles will hit Portuguese roads under new rules approved by the Council of Ministers. The government published the decree last Monday, setting strict safety standards while opening doors to mobility innovation.

Safety sits at the heart of the new framework. Insurance requirements jump to four times the normal minimum coverage, protecting anyone injured or affected by the test vehicles.

Testing organizations must submit detailed risk mitigation plans. They also need cybersecurity measures strong enough to prevent hackers from accessing vehicle systems.

The rules get specific about who can operate these vehicles. Both drivers and operators must have held licenses for at least six years with clean records for the past five years, no traffic crimes or serious violations.

During tests, speed limits drop by 20 kilometers per hour from normal Highway Code standards. Drivers and operators face the same strict blood alcohol limits as professional drivers and can't work more than three consecutive hours without an hour break.

The vehicles themselves become data collection hubs. They'll record everything from speed and braking to steering performance and any driver interventions, creating detailed logs of each journey.
