Rwanda Gets 10 New Kits to Fix Rural Water Billing

Imagine opening a water bill that charges you for water you never used, or discovering your supplier has been losing money because your old meter undercounts. For rural families across Rwanda, that frustrating reality is about to change.

Water For People Rwanda just handed over 10 portable water meter test kits to the national Water and Sanitation Corporation. Each kit costs about $4,000 and can quickly show whether a household meter is working correctly or needs replacement.

The problem runs deep. Many rural water meters have been spinning for more than 10 years without a single accuracy check. Over time, they drift out of calibration, creating bills that feel random and unfair.

Aron Havunabakunda manages water supply for 4,500 customers in Rwamagana District. He says billing errors have been bleeding his operation dry. "We experience losses because we are unable to fully recover the investment made in providing the service," he explains. Every complaint means a personal visit, and the old meters made those complaints constant.

The Ripple Effect

When water bills feel unfair, trust breaks down. Families delay payments. Suppliers can't afford maintenance. Infrastructure crumbles. The whole system weakens.

These portable kits flip that cycle. Technicians can now test meters right at homes across 10 districts in Eastern and Northern Provinces, including Kayonza, Ngoma, Kirehe, and Nyagatare. The devices run on batteries, show clear digital readings, and work perfectly in rural conditions.

Eugene Dukuzumuremyi, Country Director of Water For People Rwanda, sees this as about more than money. "Our ambition is to ensure communities access clean water with reliable services," he says. "We want to make sure both suppliers and consumers benefit equally from a transparent and efficient system."

The US-funded Isoko y'Ubuzima Project is training plumbers and engineers in all 10 districts on proper testing procedures. WASAC Group will provide ongoing technical support and coordinate the equipment across regions.

Robert Bimenyimana from WASAC Group says they had some testing equipment before, but nowhere near enough. "The equipment will greatly support private operators managing rural water supply systems by enabling them to detect and replace faulty meters more efficiently," he notes.

Fair billing helps everyone: families budget better, operators maintain pipes and pumps, and clean water keeps flowing to those who need it most.
