Rwanda Shifts to Safer Rainwater Systems for Cleaner Water

Rwanda is guiding its citizens toward cleaner, safer water with a nationwide transition away from underground rainwater pits that have caused contamination and structural problems in urban areas.

The Rwanda Water Resources Board found that many households rely on poorly designed soak pits that lack proper filtration and lining. These informal systems allow contaminants like dust, leaves, and animal waste from rooftops to seep into stored water, creating health risks in densely populated neighborhoods.

"The assessments revealed that many soak pits were poorly designed and not suited to managing runoff in increasingly dense urban environments," said Richard Nyirishema, Executive Chairperson of the Board. In some cases, the systems weakened ground structures and contributed to infrastructure instability.

Rather than simply banning the old systems, the government is offering households clear alternatives. Above-ground storage tanks, properly lined underground tanks, and modern drainage solutions like permeable pavements are now being promoted as safer options that work better in growing cities.

Local authorities have started conducting inspections while new construction guidelines are being integrated into building permits. The approach gives families time to upgrade gradually while learning about proper water treatment and maintenance practices.

Public awareness campaigns are teaching residents how to improve existing systems or limit rainwater use to non-drinking purposes until upgrades are complete. For those who can access it, expanding centralized water and sewer networks offer another path forward.

Minister of Infrastructure Jimmy Gasore told Parliament that new regulations will provide clear guidelines on rainwater collection and stormwater management. Until those laws take effect, the ministry is helping people adopt proper systems that work with existing infrastructure.

The shift addresses immediate safety concerns while building foundations for long-term urban resilience. As cities across Africa face similar rapid growth challenges, Rwanda's balanced approach offers a model for protecting public health without disrupting daily life.
