Santa Barbara Renters Get Free EV Charging Help

Getting an electric vehicle has always felt impossible for apartment renters, but Santa Barbara just changed that equation completely.

Santa Barbara Clean Energy launched Charge Up SB, a program that provides free expert help and generous cash incentives to multifamily properties installing EV chargers. The initiative targets a glaring gap in the clean energy transition: the 35% of Americans who rent their homes and can't install charging equipment.

Property owners and managers get free site assessments, permitting assistance, and customized installation plans. Financial incentives cover a significant portion of equipment costs, including Level 1 and Level 2 charging stations, electrical panel upgrades, and site preparation work.

Affordable housing properties qualify for even higher incentive levels and greater cost coverage. That means lower-income residents, who often face the biggest barriers to EV adoption, get prioritized access to charging infrastructure.

"This program will increase equitable access to EV chargers and will help address City climate goals by making it easier to switch to an electric vehicle," said Jon Griesser, City of Santa Barbara Clean Energy Programs Manager. The program removes both the financial burden from property owners and the anxiety from renters wondering where they'll charge.

The Ripple Effect

This model could reshape how cities approach transportation equity nationwide. By targeting multifamily properties instead of just single-family homes, Santa Barbara is ensuring the electric vehicle revolution doesn't leave renters behind.

The program addresses a chicken-and-egg problem: renters won't buy EVs without guaranteed charging, and landlords won't install chargers without proven demand. Charge Up SB breaks that cycle by making installation virtually risk-free for property owners.

As more apartments add charging stations, the used EV market becomes accessible to budget-conscious renters. That creates a pathway for communities historically excluded from clean transportation benefits.

The program is accepting applications now at SantaBarbaraCA.gov/ChargeUpSB. Santa Barbara Clean Energy is a not-for-profit city program supplying clean, cost-competitive electricity to local homes and businesses.
