The country's Ministry of Climate, Energy and Environment launched a new committee in September bringing together government agencies, universities, companies, and research groups with one mission: rebuild South Korea's domestic solar manufacturing and lead the world in next-generation technology.
The timing couldn't be more critical. Chinese manufacturers now control nearly 70% of South Korea's solar market, a complete reversal from 2019 when domestic companies held almost 80%. Today, an estimated 95% of solar cells sold in South Korea come from China.
But South Korea isn't just playing defense. The country set an ambitious goal to reach 100 gigawatts of renewable energy capacity by 2030, nearly triple its current 37 gigawatts. That growth will include 56 gigawatts of new solar installations on industrial rooftops, floating platforms, farmland, public buildings, and even along highways.
The real moonshot? South Korea wants to commercialize solar cells with 35% efficiency or higher by 2028. That target surpasses global industry projections by a significant margin, as international forecasts predict around 29% efficiency by that year.

To make it happen, the government allocated $25 million initially through a new state utility subsidiary, with plans to grow that investment to $75 million over five years. Another $25 million went toward researching perovskite-silicon tandem cells, the next-generation technology that layers materials to capture more sunlight than traditional silicon alone.
The committee will identify obstacles facing domestic manufacturers, create partnerships across the supply chain, and build demonstration sites for breakthrough technologies. South Korea also introduced tax credits tied to production volumes to encourage local manufacturing.
The Ripple Effect
This push extends far beyond national pride. If South Korea succeeds in commercializing ultra-efficient solar cells ahead of schedule, it could accelerate the global transition to renewable energy and make clean power more affordable worldwide.
The country's strategy combines what worked in its semiconductor industry: government support, academic research partnerships, and ambitious technological targets. Seven domestic inverter manufacturers already signed on to work with the new state subsidiary, pooling patents and expertise.
Lee Ho-hyun, second vice minister at the ministry, described this moment as a critical turning point as the solar industry shifts from conventional silicon to next-generation alternatives. The goal isn't just domestic market share but positioning South Korean companies to lead global exports.
