Uganda Launches Tech Training Hub to Transform Insurance
Uganda is bridging its insurance technology gap with a new innovation hub that will train up to 100 professionals over five years. The partnership between Service Cops Limited and Insurance Training College aims to boost the country's insurance penetration from just 1% through digital solutions.
Uganda is building a pipeline of tech-savvy insurance professionals who could transform how an entire country accesses financial protection.
Service Cops Limited and Insurance Training College announced their five-year partnership on May 19 in Kampala, creating the ITC-Service Cops Innovation Hub. The program will train 50 to 100 professionals in both software development and insurance expertise through intensive nine-month courses running annually.
The timing couldn't be more critical. Uganda's insurance penetration has stalled at around 1% for years, leaving millions without access to financial safety nets. Traditional insurance models haven't reached most Ugandans, but digital solutions designed by locally trained professionals could change that.
Service Cops Limited will fund and deliver technical training in areas like software development and digital financial solutions. Insurance Training College will handle the insurance-specific curriculum, certification, and coordination with the Insurance Regulatory Authority of Uganda to ensure graduates meet industry standards.
The program targets people with technology backgrounds, then layers on insurance industry knowledge. This approach creates professionals who understand both coding and customer needs, potentially unlocking affordable, accessible insurance products delivered through mobile phones and digital platforms.

The Ripple Effect
This initiative represents more than workforce development for one country. Mathias Kamugasho, Managing Director of Service Cops, envisions the hub as "a scalable model to develop skilled professionals and innovative insurance solutions that can be replicated across the continent."
If successful, Uganda's approach could provide a blueprint for other African nations struggling with low insurance penetration. The hub will support research, internships, and industry placements, creating a full ecosystem for insurance technology innovation.
Joseph Ndiho, Executive Chairman of Service Cops, emphasized that insurance growth in emerging markets "shall be largely driven through digitisation to be able to deliver relevant consumer centric but affordable products using the right distribution channels." Translation: digital tools designed by locals who understand local needs.
Saul Sseremba, CEO of Insurance Training College, sees the hub filling critical technological gaps while leveraging decades of insurance training excellence. The partnership combines ITC's deep insurance knowledge with Service Cops' digital expertise.
After five years, both organizations will review the program's impact and decide whether to renew or adjust the model based on outcomes. The flexible approach allows for learning and adaptation as the insurance technology landscape evolves.
Uganda is investing in homegrown talent to solve a homegrown challenge, and the ripple effects could reach far beyond its borders.
