UK Homes to Get Solar Panels and Heat Pumps by 2028

England just made clean energy the default setting for every new home built in the country.

Starting in 2028, developers must install solar panels and heat pumps in all new homes across England, eliminating gas connections entirely. The solar panels will need to cover at least 40% of each home's ground floor space, turning rooftops into personal power stations.

Energy Secretary Ed Miliband says the move breaks free from volatile fossil fuel markets. "The Iran war has once again shown our drive for clean power is essential for our energy security," he explained.

The changes add roughly £10,000 to construction costs, but homeowners will see lower energy bills over time. With the UK aiming to build 1.5 million homes by 2029, this policy could transform the nation's housing stock into a massive renewable energy network.

The really exciting news? Green energy is coming to apartments and smaller homes too.

Within months, major retailers like Lidl and Amazon will stock plug-in solar panels designed for balconies and small gardens. These DIY panels require no professional installation and simply plug into a regular outlet, making solar accessible to renters and flat dwellers who've been left out of the green energy revolution.

Germany has already proven the concept works, with over 1.5 million homes using balcony solar panels. The UK had to update safety regulations first, but those changes are happening now.

The Ripple Effect

This policy gives manufacturers and installers the certainty they need to invest in training and production. Garry Felgate, CEO of the MCS Foundation which certifies low-carbon heating installers, says the clarity will build "a significant market" for these technologies in the UK.

The Home Builders Federation admits the solar requirements are ambitious, estimating that 60% of homes might struggle to meet the full standard. But exemptions exist for designs that can't accommodate the panels, and the industry has had years to prepare.

Hannah McCarthy from Octopus Energy sees even more potential. "Decarbonising the new housing stock is a fantastic step," she said, suggesting that adding battery requirements could make savings even greater.

By 2028, clean energy won't be an upgrade or a luxury add-on. It will simply be how homes are built, making sustainable living the effortless choice for millions of families.
