Washington Groups Push Utility Toward Clean Energy Savings

Puget Sound Energy wants to raise electricity bills by nearly 30% over three years, but a coalition of environmental and consumer groups just filed a powerful alternative that could keep costs down while cleaning up the grid.

The advocacy groups told Washington's Utilities and Transportation Commission that PSE's proposed rate hike relies too heavily on expensive new gas power plants. Instead, they're urging the utility to invest in clean energy solutions that cost less and meet state climate laws.

"Rising energy costs are increasingly of concern to Washington families," said Julian Santos from Washington Conservation Action. His group is one of several pushing PSE to skip dirty gas plants and embrace efficient clean energy that keeps bills manageable.

The coalition's plan includes blocking PSE's proposal to lock customers into a 17-year contract for gas-fired power plants. Those facilities would cost billions more than renewable alternatives and wouldn't help PSE meet Washington's clean energy requirements.

Instead, the groups recommend PSE immediately launch programs encouraging heat pumps and building electrification. These technologies use less energy and eliminate the need for new gas infrastructure that locks in decades of pollution and high costs.

PSE serves 1.25 million electricity customers and 900,000 gas customers across Washington. Because it's the state's largest utility, decisions made in this rate case often set the standard for other Northwest energy companies.

The advocacy groups, represented by Earthjustice, also want better protection for low-income customers. They're asking commissioners to keep bill discounts in place and provide installation help for families switching to efficient electric systems.

The Ripple Effect

This fight matters far beyond Washington's borders. When major utilities demonstrate that clean energy saves money compared to fossil fuels, it creates a roadmap other states can follow.

Front and Centered's Aqsa Mengal emphasized that clean energy benefits must reach communities historically harmed by pollution. "PSE has made admirable efforts to do just this, and we propose ways that they can further ensure the benefits of the energy transition improve the well-being of frontline communities," she said.

The coalition's testimony shows that protecting families from rate hikes and fighting climate change aren't opposing goals. Smart investments in efficiency and renewables can achieve both, proving that the clean energy transition benefits everyone when done right.

Washington's public utility commission now has a clear choice: lock customers into expensive fossil fuel infrastructure or embrace affordable clean energy that protects both family budgets and the climate.
