IAS Officer Digitalizes RTE Admissions in Jharkhand

The Right to Education Act promised poor children seats in private schools, but the promise often stopped at the paperwork.

In Jharkhand's Ranchi district, IAS officer Manjunath Bhajantari saw families struggling with an admission system designed to confuse. Forms disappeared, deadlines shifted, and even elite schools found ways to sidestep their legal obligations.

Bhajantari decided to fix what was already law. He digitized the entire admission process, making it accessible to families who previously had to navigate multiple offices just to submit an application.

When private schools tried hiking fees illegally to price out RTE students, Bhajantari intervened. He enforced fee regulations that made quality education genuinely accessible, not just technically available.

Elite institutions that had long ignored their RTE quotas suddenly found themselves accountable. The transparency left no room for the bureaucratic games that had excluded hundreds of families.
