San Diego Opens $29M Center for Addiction Recovery

People recovering from overdoses or injuries often face an impossible choice: leave the hospital before they're ready, or risk losing their chance at treatment. San Diego County just solved that problem.

Officials cut the ribbon today on a $29 million Substance Use Residential and Treatment Services center in National City. Opening this fall, it's the first county facility to combine addiction treatment with medical recovery care in one place.

The numbers tell the story of expanded hope. The center adds 73 beds for residential addiction treatment and 16 beds for people who need medical care but have nowhere safe to heal. That means 503 people will get substance use treatment each year, while another 167 will receive medical support during recovery.

"Instead of leaving the hospital after overdose or injury and managing their next step in care, they can receive in one place the type of extended support that will help reduce future emergency room visits," said Jennifer Bransford-Koons, interim director of County Behavioral Health Services.

The center sits near Paradise Valley Hospital, making transfers seamless. Patients can access withdrawal management, medication support, and care coordination without navigating multiple systems alone.

New Creation Behavioral Healthcare Foundation will run the facility, which was designed specifically for healing. Shaded outdoor spaces, garden planters, and indoor areas with soft lighting and acoustic treatments create calm environments where recovery can take root.

The building itself got a complete transformation. County workers upgraded a vacant structure with new electrical, plumbing, and mechanical systems, plus modernized kitchens, laundry facilities, and living spaces. The center runs entirely on electric systems, supporting environmental goals while serving the community.

The Ripple Effect

This center joins a growing network of mental health and addiction resources across San Diego County. Recent additions include crisis stabilization units in El Cajon and South Bay, a psychiatric health facility in Oceanside, and expanded mobile crisis teams in schools.

The investment reaches nearly 900,000 county residents who rely on Medi-Cal. By catching people at their most vulnerable moments and offering comprehensive care, the center aims to prevent homelessness, reduce hospital readmissions, and lower overall healthcare costs.

Upcoming projects include a children's crisis residential facility in Kearny Mesa, an acute psychiatric hospital in Santee, and a behavioral health campus in the Midway district.

For the 670 people who will walk through those doors each year, the center represents something profound: a second chance delivered with dignity, in a place designed to help them succeed.
