3 MSU Students Win Top Public Policy Scholarship

Three graduate students at Michigan State University are celebrating a major win that recognizes their commitment to making government work better for everyone. The Ira Polley Memorial Scholarship, one of the top honors for Master of Public Policy students, went to three standout scholars this year.

The scholarship honors Dr. Ira Polley, who spent 50 years teaching at MSU and serving Michigan in roles like State Controller and State Superintendent of Public Instruction. His family continues funding the award to support the next generation of policy leaders.

Yayra Azaglo came all the way from Ghana to study at MSU after earning his business degree at Ashesi University. He now researches trade and fiscal policy with MSU's Afrobarometer, which surveys public opinion on democracy and governance across Africa.

Emmah Bashir from Jackson, Michigan works double duty as a Cornell graduate supporting students with special needs in Jackson schools while interning at the Michigan Department of Education. She also helped run Michigan Girls State, a leadership program for high school students.

Lucas Gravatt from Saline, Michigan serves as Constituent Services Director for a Michigan House Representative, solving real problems for district residents every day. The MSU graduate already earned a Public Service Award from the Political Science Department for his civic engagement work.

MPP Director Marty Jordan praised all three for standing out in an impressive class. "Beyond excelling at their coursework, these students actively build community, uplift their peers, and exemplify the collaborative spirit of the MPP program," Jordan said.

These three scholars show that public service still attracts bright, dedicated people who want to make a difference. One comes from international business, another champions special education equity, and the third delivers practical solutions in state government. Together, they represent the diverse paths that lead to strong policy leadership.
