46 Nations Launch Alliance to Fight Phone Scam Epidemic

If you've ever received a suspicious text or call from a scammer pretending to be your bank, you're not alone. Now 46 countries are teaming up to fight back.

China launched the International Alliance Combating Telecom and Cyber Fraud last Thursday in Lianyungang, bringing together nations from every continent. Representatives from 46 founding countries, 34 observer nations, and four international organizations including the United Nations and Interpol gathered to tackle a crime that knows no borders.

The problem has exploded worldwide. Scammers operating from overseas call centers have evolved from simple phone calls to sophisticated text and messaging app schemes that manipulate victims through days of fake conversations. "This has become an international problem," said Zafar Uddin Mahmood, a Pakistani special representative, noting how fraudsters in one country routinely target victims in another.

Hamish McCardle, former assistant commissioner of New Zealand Police, said these scams have plagued his country for at least a decade. The criminals exploit a simple loophole: by the time police in one nation investigate, the perpetrators are safely operating from another country where local authorities have no jurisdiction.

The new alliance aims to change that through faster coordination and stronger trust between law enforcement agencies. Instead of waiting for formal agreements to crawl through bureaucracy, member countries can now respond quickly when scammers strike.

The Ripple Effect

The alliance is already showing results in its founding nation. China reported a 15.6 percent drop in telecom fraud cases during the first half of 2026 compared to last year. Cases have declined for 11 straight months since October.

Perhaps more impressive than arrests is prevention. Chinese authorities conducted 2.93 million in-person interventions to warn potential victims before they lost money. This combination of enforcement and education is becoming a model for other nations.

Countries like Pakistan are eager to learn from these campaigns. Public awareness matters just as much as police action, officials noted, because informed citizens are harder to fool.

The alliance represents a shift from fighting crime after it happens to preventing it before money changes hands. With member nations sharing intelligence and strategies, scammers will find fewer places to hide and fewer victims to exploit.
