Africa Launches Partnership to Shape Digital Future

Africa is taking charge of its digital transformation with a groundbreaking partnership that puts the continent in the driver's seat of its tech future.

Smart Africa, the continental digital transformation alliance, recently signed a collaboration agreement with Certa Foundation, a Rwandan civil society organization focused on innovative governance. Together, they'll provide technical support to policymakers and regulators while mentoring young people to become future policy leaders.

The partnership tackles real challenges African nations face today: limited digital infrastructure, people left out of the tech revolution, and a shortage of trained experts who can guide policy decisions. Through joint workshops and the Smart Women and Girls in ICT program, they'll connect innovators with mentors and bring key stakeholders together to shape policies that work.

"Digital transformation cannot succeed without strong governance," said Lacina Koné, Executive Director of Smart Africa. The partnership will focus on cutting-edge issues like artificial intelligence governance and data embassies, helping Africa build the expertise needed to compete globally while maintaining digital sovereignty.

Florida Kabasinga, who founded Certa Foundation, sees this as the moment when research becomes reality. "Africa does not need to wait for someone else to build its digital future," she emphasized.

The timing couldn't be better. Last year, Smart Africa unveiled the Africa AI Council at the Transform Africa Summit, with Rwandan President Paul Kagame as its first chairperson. This new partnership builds on that momentum with proof-of-concept initiatives designed to boost the digital economy while ensuring AI deployment remains safe, responsible, and inclusive.

The Ripple Effect

This collaboration represents more than just another policy agreement. It signals a shift toward African-led solutions for African challenges. By training youth policymakers now, the partnership creates a pipeline of homegrown expertise that will shape the continent's tech landscape for decades.

The focus on digital sovereignty means African nations can develop policies that reflect their values and protect their citizens' rights. When countries control their own digital infrastructure and governance frameworks, they're better positioned to ensure technology serves everyone, not just the already connected.

Women and girls stand to benefit particularly from the ICT mentorship programs, helping close gender gaps in technology leadership roles. As these young leaders gain skills and connections, they'll carry forward a vision of inclusive digital transformation that leaves no one behind.
