Australia Launches First Offshore Wind Auction for 2GW

After years of planning and setbacks, Australia is finally racing ahead with offshore wind energy, and the finish line promises to power millions of homes with clean electricity.

Victoria state opened its first offshore wind auction on August 26, with a full year for companies to submit their bids. The historic tender seeks 2 gigawatts of offshore wind capacity, enough to power 1.5 million homes once the turbines start spinning.

The journey started back in 2021 when Australia created the framework for offshore wind development. By 2022, officials had declared the Gippsland area along Victoria's Bass Strait as the country's first wind zone, capable of supporting up to 10 gigawatts of generation capacity.

Victoria isn't starting from scratch when it comes to clean energy. Renewables already account for 45 percent of the state's electricity generation, but aging coal plants need replacing and demand keeps growing.

"Victoria has some of the best offshore wind resources in the world," said Minister for Energy and Resources Jaclyn Symes. The state became Australia's first to legislate specific offshore wind targets, setting ambitious goals that reach beyond this initial auction.

The path hasn't been completely smooth. Several major energy companies, including RWE and Equinor, returned their feasibility licenses, and the auction faced delays as developers sought clearer government commitments. Those concerns have now been addressed, clearing the way for serious competition.

Contract awards will happen in 2028, with winning projects connecting to the National Electricity Services Entry Mechanism. Bids will be judged on value for money, whether they can actually deliver, and how much they benefit local workers and communities.

The Ripple Effect

This first auction sets Australia on a path that grows exponentially over the next two decades. Victoria aims to have 2 gigawatts operational by 2032, double that to 4 gigawatts by 2035, and reach a massive 9 gigawatts by 2040.

The offshore wind will work alongside Victoria's expanding solar farms, onshore wind turbines, and battery storage systems. Together, these technologies create a resilient energy grid that doesn't rely on fossil fuels while meeting growing electricity demand.

For a country surrounded by ocean and blessed with strong coastal winds, offshore wind represents both an obvious opportunity and a necessary evolution. Australia has led the world in rooftop solar adoption, and now it's extending that renewable energy leadership into the waters off its coast.

The one-year bidding window gives companies time to develop serious proposals that balance cost, feasibility, and community benefit. When construction begins, thousands of jobs will follow, from manufacturing turbine components to installing and maintaining the massive structures at sea.
