Australia Proposes Clean Energy Royalties for Rural Towns

Australia's clean energy industry just proposed a game-changing idea: pay rural communities regular royalties for every megawatt-hour of renewable energy generated on their land, exactly like coal and gas companies do.

The Clean Energy Council unveiled the "Renewable Resources Payment" plan at this week's Australian Clean Energy Summit in Sydney. Under the proposal, local councils hosting wind and solar farms would receive legislated payments for the entire life of each project.

Jackie Trad, the council's chief executive, says the missing ingredient isn't public support for renewables. It's trust from the people who actually live next to them.

"The fundamental problem this industry has is trust," Trad told the summit audience. "Go looking for research that says regional communities trust the renewable energy industry, and you will not find it."

Right now, developers negotiate different deals with each community through a patchwork of access fees, grants, and voluntary benefit funds. Some towns get swimming pools or community centers, while others get nothing at all.

The new system would replace that inconsistency with a simple, transparent payment set by law and going straight to local councils. Communities could then decide how to spend their renewable energy income on their own priorities.

The Ripple Effect

The proposal addresses what Trad calls the industry's most expensive hidden cost: projects stuck in approval limbo because communities don't see direct benefits. Every project delayed three years in contested approvals costs the industry millions, she explained.

Trad pointed to Central Queensland as proof the concept works. When renewable companies started making direct payments to Isaac Regional Council, opposition melted away and the region transformed into a renewable energy supporter.

The plan mirrors Australia's existing royalty system for fossil fuels, where mining communities receive predictable income based on resource extraction. Now renewables would operate under the same principle.

Trad emphasized this wouldn't add new costs to developers. The industry already spends money on community benefits, just inefficiently and inconsistently.

Australia hit 42% renewable energy in its National Electricity Market during the second quarter of 2026, with wholesale prices falling to a six-year low. But social acceptance at the local level remains the bottleneck for faster deployment.

The council will now work with industry and regional communities to develop specific payment rates and implementation details. If adopted, Australia could become the first country to legislate systematic community payments for renewable energy generation.

"Distrust is the most expensive line item in this industry, and we pay it every single day," Trad said. The proposed solution puts money where trust needs to grow.
