Grid modeling shows deploying community solar and storage under this framework would generate $6.5 billion in electricity cost savings across the entire system over 20 years. That means even people who don't participate would see benefits through lower overall rates.

Two virtual power plant bills also advanced, creating frameworks for home batteries to earn money by sending power back to the grid during peak stress. Instead of expensive new infrastructure, California would harness equipment people already own to stabilize the grid.

The approach reflects a smarter philosophy: get more value from existing resources rather than building bigger. Home batteries and smart controls can handle peak demand hours without ratepayers funding massive grid expansions that sit idle most of the time.
