Côte d'Ivoire Launches $205B Tech Hub Plan with AI Support

Côte d'Ivoire is handing 30 tech companies the keys to explosive growth, and the support package looks like nothing else in West Africa.

On July 29, the Ministry of Digital Transition and Technological Innovation launched two programs that will give selected startups and tech companies 24 months of intensive support. Minister Djibril Ouattara announced the programs alongside a sweeping 2026-2028 roadmap built on seven pillars and 40 projects, all designed to push the digital economy past 10% of GDP by 2030.

Right now, digital activity contributes between 6% and 8% of Côte d'Ivoire's GDP. The government isn't waiting around, investing 250 billion CFA francs ($438 million) in the digital sector in 2024 alone.

The two programs target different stages of growth. Ivoire Tech Next 15 picks 15 early-stage startups that have been operating for at least a year with proven revenue growth. Ivoire Tech Scale Up aims higher, selecting 15 established tech companies with three to five years of financial records, at least 500 million CFA francs in average annual revenue, and 10 or more employees.

Applications opened online and close September 13. Finalists will pitch to an international jury, with winners announced in Abidjan by late September.

What makes this program stand out is what winners actually get. The government will fund AI agents for each company, deployed across key functions like recruitment, marketing, finance, and human resources. Officials describe this as the equivalent of adding two to three full-time employees without payroll costs.

Beyond AI support, winners get introduced to venture capital firms, development funders, and loan guarantors. They also gain something that's been mostly theoretical until now: actual access to government contracts under the 2023 Startup Law.

The Ripple Effect

The support extends far beyond cash and connections. Selected companies will access national data centers, cloud credits, and cybersecurity certifications. Those in the Scale Up program get additional legal and tax support, help obtaining quality certifications, and priority access to VITIB, a tech free zone offering tax and customs exemptions.

The government has already lined up an extensive partner network. The list includes the World Bank, the International Finance Corporation, the African Development Bank, major telecom operators, pharmaceutical companies, and venture capital funds. This isn't a promise of future support but a roster of committed partners ready to engage.

Small and medium enterprises make up 98% of businesses in Côte d'Ivoire, contributing 23% of GDP and formal employment. Yet 78% cite access to financing as their biggest growth barrier, and fewer than 25% secure bank loans.

This program directly addresses that gap while positioning the country as a regional tech hub. The National Development Plan 2026-2030 backs this vision with 114,840 billion CFA francs ($205.1 billion) across all sectors, giving digital economy initiatives clear priority.

Thirty companies will soon have resources most startups only dream about, and an entire ecosystem stands to benefit from what they build next.
